If I was King of Sports-NCAA style FIFA tournament

I want to see FIFA, head of the soccer governing body, have an NCAA-style tournament. For my model, every confederation would get an automatic bid (I gave OFC two, because of the injustice of them not even getting a full World Cup bid. I also would have one play-in game. Finally, I would not have teams in the same confederation play each other except for the 1 vs. 16 matches and when it could not otherwise be avoided.
