My proposal has three models the Section commisioners can choose from, but there are details they all have in common. The state championship bowls would remain as they are. Those who are not chosen would be invited to play in some type of bowl game. In the other bowl games, they are all officially "open" divisions, but the selectors would try to make the matches as even in terms of enrollment and rankings as possible (however, there may be a few games that end up to be mismatches, because there is nowhere else to put certain teams). Also, the extra bowl games may or may not be north vs. south, but teams from the same section would not play each other. Like the Nor-Cal and So-Cal games, a team may decline an invitation if it chooses, but it may not choose where to play or who to play against. Only section champions are qualified to participate. However, should there be an odd number of teams, the top-ranked runner-up would be invited.
Model 1- Would Take Place During State Bowl Weekend (Regional Losers would be invited)
The state bowl would still take place in Carson, CA and have 5 games. There would be 6 other predetermined sites (San Diego [SD Section], Anaheim [Southern Section], Bakersfield [Central Section], Sacramento [State Capitol, Sac-Joaquin Section], alternate between San Francisco/Oakland [SF even years, OAK odd years], Redding [Northern Section], and Oakdale [solely because it's my model and I want it in my town]. This year, San Francisco would get 4 games and everyone else would host three.
Again, Carson would get the state bowl games, and Oakdale would get the 8-man championship. The SF section vs. OAK section game would return and would be at SF/OAK. Each host city would also get to host at least one team in its section. The rest of the games would be placed where there is room. The CIF doesn't have to follow these models, they could come up with something on their own that is completely different, but I would like to see all section champions rewarded with an extra game. Let me know if you have any thoughts.
